If you create an opportunity, it should be required to have a product entered. There are lots of reports that don't filter correctly even if there is a vendor listed because there isn't a product entered. So you have a zero-dollar, zero-product opportunity. I understand why you would make this request, but it might restrict other uses of Opportunities, i.e. there may well be people who don't use Products for a variety of reasons but do want to use Opportunities.
Perhaps it would be better to:
a) Fix the reports that don't work properly.
b) Give users a User Interface to access the custom tables so they don't have to use the Opportunity Tables for this purpose.
+1 for fixing the reports. Better yet, fix the reporting. Make it easier to do them - I'm thinking Stonefield Query or even better again, Klipfolio type easy.
However, as Jeff points out, many people use opportunities for things other than opportunities simply because there is no easy (without addons) way to do custom tables. Requring products on an opportunity would destroy how those people use ACT!.
