Also, if you create a contact from Outlook and push into ACT then based on the logged in user the same permissions should apply like you were in ACT creating the contact (i.e. Tools, Preferences, Start-up, Create Contacts).  In other words Limited Access.  Otherwise they are all public and clients want to know why.  Answer:  lack of integration and have to use an add-on and windows task scheduler.
