Or, if I want to call someone in a different TZ at 9am THEIR time... or book day time appts for a future trip

as long as Microsoft dictates the system clock of the computer, and especially if you use their Terminal Services we will be at the mercy of their hot fixes. Here's the latest:

Maybe my point wasn't clear.  Act! on a Terminal Server works great in terms of users having different timezones.  Act! for Web is horrible.
