I don't necessarily need to run Swiftage with Smart Tasks but I do need to integrate mail merged HTLM email templates to clients to automate activities. What are my options?

I'm inclined to recommend Swiftpage (SPE), because it's so tightly integrated with ACT!. While SPE isn't the most intuitive application to learn, the learning curve isn't that steep. There is a good manual that takes you through it pretty painlessly, written by an ACT! and Swiftpage certified consultant that I've used it for training our own SPE students. You can find it at Amazon: http://amzn.to/elo7J9. In case there is an issue with the link, It's the Swiftpage E-Marketing QuickStudy Guide

I'd be very careful in what your expectations are for SwiftPage, especially if your intent on using SmartTasks with it. SwiftPage is great for stand alone "bulk" email campaigns. Matter of fact I would heavily endorse the solution. If you use it with SmartTasks it creates some considerable challenges. Primarily in the areas of email campaigns out of SmartTask. What people don't recognize is that if you generate an email out of SmartTasks using SwiftPage created email templates that result in 5... 10.... 15 people getting that email, you'll have an equal number of pop-up windows acknowledgin to you that the email went out. This requires user intervention to acknoweldge each pop-up which creates a significant amount of problems to the point that SwiftPage with Smart Tasks is not functional.

I heard that Swiftpage is great for bulk email but presents serious challenges when trying to use it with Smart Tasks. Any thoughts or experience you can share is appreciated.
