Client does not want certain users to be able to setup an AEM account. Can this be disabled for some users? Is there a dll like there is for SPEM? What about a web user?

There is no current way in the system to Disable this. If this is something customers are looking for We need to get a feature request for it up on the Share your Ideas forum.

Even though there is no way within Act to do this, assuming the users that your client doesn't want to allow access to don't need to acces any other AEM pages such as reports etc. (as presumably this must be the case as they would need to be logged in to see anything) then all you need is a simple web filter software within the company.
Block the AEM site and all it's pages except for the allowed users who you can give user priviledges to so they can log in and access AEM as usual.
So if any 'non authorised' staff try to set up an account they won't get anywhere as the site will be blocked for them.
