xp_cmdshell: a call to 'CreateProcess' failed with error code: '5'

I have encountered a problem in configuring an ACT! server for our employees.  A message box displaying the above-listed error appears after clicking the "Enable Synchronization" button of the ACT! Synchronization Panel (in the upper menu of ACT!, Tools > Synchronization Panel > Enable Synchronization).  After a cursory websearch, it seems error code '5' corresponds to "Access Denied."

 

I am logged on to the computer with a domain administrator account, and have also given the "Everyone" group full control of C:\windows\system32\cmd.exe, for testing purposes.  I have also verified that xp_cmdshell is enabled in the SQL Server 2005 Surface Area Configuration manager.  But the above-mentioned error continues to occur.  Some information about the destination platform is listed below.  Thank you for any suggestions.

 

ACT! Version: 2010 ver. 12.0.409.0 hotfix 3

Operating System: Microsoft Windows Server 2003: Web Edition (x32)

SQL Version: Microsoft SQL Server 2005: Express Edition
