While Act! 2009 has not 'certified' on a Windows7 64-bit operating system, it will install and run. See this community post for discussions on installing and running in this scenario: Act! Forum thread 24055. You should be able to install without any special steps.
As for the version of Office: Office doesn't have to be installed for Act! to work, but if you want to integrate the applications - Outlook must be installed before the Act! program. Act! 2009 is compatible with Office 2003 and 2007, you can use either.

Office is needed for email because Microsoft no-longer includes MAPI in Windows 7
