Are you running an older version of ACT!, like 2006?
Maybe try this ACT! Knowledge Base article - http://tinyurl.com/66btqf

Are you, in fact, trying to install ACT! 2006?
What version of Outlook?
What Operating System?
Was that message when try to Add/Remove .Net Framework 2.0?
What error report?

Assuming you have ACT! 2006, don't have Vista and got the problem removing .Net 2.0, then you have a damaged Windows install.
You should try this first http://support.microsoft.com/kb/923100 (don't worry about the title)
If still a problem, try this http://groups.google.com/group/microsoft.public.windowsupdate/msg/4d76de7769d04493

Sorry, try this first - http://support.microsoft.com/kb/908077
But don't reinstall it... you can't have it if using ACT! 2006

act2006, outlook 2003, xp....I am fairly sure that your soultion (removing Net Framework 2.0) may fix the problem....because it use to work....so I believe that one of the windows updates caused the problem...it has been a problem for awhile...just have not decided to check into it....
error: the installation source is unavailable. verify that the source exists and then you can access it. then a set.exe window displays: Microsoft.net framework 2.0 has encountered a problem during setup. setup did not complete correctely. an error occured during setup and a report was created with useful information about the problem encountered Please tell microsort about this problem. by submitting this report you will help microsoft improve setup. microsoft will treat this report as confidential and anonymous.

Yup... you'll need to do the manual uninstall of .Net 2.0
You may as well also remove .Net 1.1 and let ACT! install it

Actually, uninstall ACT! first.
Then both .Net frameworks
Start Windows Selective Startup as per http://tinyurl.com/5mv5jb - this ensures nothing should conflict with the install
Then reinstall ACT! - it will install .Net version it needs.
Exit Windows Selective Startup
