Trying to create a new template document for a mail merge in email. The "ruler" capability shows in drop-down but am not able to select it. What must I do so "ruler" can be selected?

Are you trying to create this in the Report Designer, in MS Word or in the ACT! Word Processor? In all three of these, the Ruler is a View option that you toggle on and off.
Also, what version of ACT! are you using?
