If you disable the firewall and or antivirus on either or both ends does this problem go away?
On the master database have you removed any of the standard layouts?
On the master database to to Help, about and then click on database info. Test opening again.
Try deleting preferences on the local machine using actdiag
Does the local actdemo database open and if so then it is probably connection or permission issues
