locked out of Act!?

Here's the situation. My client has one user licence. The "admin" user got assigned to a customer (because they didn't know what they were doing). Yesterday, someone changed that user from admin to manager and created a new user "Kathy" to the admin, and now has no access to Manage Users. By my understanding, since it was only one user, they pretty much just locked themselves out of any admin functions. They can only login as the original user (which was the customer and is now set to only manager capabilities). When they tried to login as the new Admin "Kathy" is says that there is not enough user licenses.

 

Should I try to backup (or export) the database, create a new database and re-import? Or, do I have to uninstall and reinstall Act!?
