From the contact list, export to excel is uner the tools menu. If it is greyed out, you either have an incompatible version of Office, a damaged install of office, or you may be in the wrong place in ACT. There is also an export to excel button on the contact list toolbar.
I believe you are limited to excel 2003 with the version of ACT you have. Anything newer will not work.

Welcome to the Sage ACT! Community. As Jon stated, your version of ACT! will only have the Export to Excel option in the list view if you are using Excel 2000, 2002, or 2003. If you are using Excel 2007 or 2010, the icon will not be available, ACT! 2006 does not support these versions of Excel. However, you can still export your contacts to a .csv file (which can be opened in Excel) per the instructions in the following Knowledgebase article:
