There are many reasons why this might be happening but the first thing to check is in Task Manager is ACT.Outlook.Service.exe running?
If this is not running you will need to look in the registry run command to see if it is listed there?
If this is running which version of Outlook?
Have you run detect and repair in Outlook and you might also check for any disabled addins.
