I get the following message: The database could not be accessed. In order to access this database, check your network connection and verify that your database server is available. It may be necessary to disable any firewall software on your computer.

This is an issue that I have seen quite often during Windows updates. and is due to our Act7 Instance attempting to start when Windows is still in the process of updating the systems and causes it to be partially started or stopped. I have found that if the issue persists. I change the SQL Server (ACT7) properties to restart 3 times.
Right click the service, left click Properties, select the Recovery Tab, Change the failure action from Take No Action to "Restart the Service". I change all 3 actions. I hope this helps.
