This is an issue that I have seen quite often during Windows updates. and is due to our Act7 Instance attempting to start when Windows is still in the process of updating the systems and causes it to be partially started or stopped. I have provided this article as it guides on how to restart the service.
I have found that if the issue persists. I change the SQL Server (ACT7) properties to restart 3 times.
Right click the service, left click Properties, select the Recovery Tab, Change the failure action from Take No Action to "Restart the Service". I change all 3 actions. I hope this helps.
