One of the gurus will have to confirm, but assuming that you can upgrade from 2008 to 2015, go to the older computer and create a backup using the built in backup program. Make sure you check the include attachments.
You then take that Zip file to the new computer and run a "Restore As" and give the database a new name.
Hey any guru reading this, can the user upgrade straight from 2008 to V17?

As an Act! Certified Consultant (guru!?) I agree that what John Purdy is suggesting is correct.

I think even I am in same situation, I was using ACT 2006 ver8 and I have taken backup of Database and now I want to restore this backup into ACT v17 but it is giving error
"Database was backed up on server running version 8.00 . that version is incompatible with this server, which is running version 12.00.2000 "
Please let me know what is the solution for this.

I believe the issue is the SQL server. ACT! 2006 use a very early version of the MSSQL server and I don't believe that the SQL 3014 (used by ACT! 17.1) will restore databases from that early version of the ACT! program.. I believe that the database could be restored to a system using SQL 2008 R2 and then a backup from that system could be restored to the latest version of the ACT! program.
