Assuming you want to change the username for an ACT user and are registered in the database as an Administrator, simply go to the "Tools" menu and choose "Manager Users"
From the list of users, select the one you want to change and from the left hand side, click "Edit User Information"
At that point, you can go ahead and change the username that they will use to login to the system
Once happy, click "Finish" and then "Close"
Next time that user logs in, they will need to use the new username you've defined
