cannot open act

cannot open act

go into RUN Actdiag and it says "COULD NOT CONNECT TO SQL SERVER INSTANCE."  This database use to open fine.  When I finally get into actdiag it looks almost blank except for a footer (SEE TEXT BELOW from actdiag)

It may be that the SQL service is not started.  Here is an article with instructions: KB Article 28216

 

If the database is not physically located on your computer (a shared database), you will need to check the service on the computer hosting the database.
