I'm quoting the following from Sage Act 11 Help:
This button has disappeared and I can't retrieve it or get to the verification screen it directs you to. Does anyone know how to get this button back or access the verification screen??
Sage ACT 11 on a network with all databases shared.

Do you have the display fonts set to large fonts? Setting the fonts to other than normal fonts can cause that to happen.

I have some information you may find helpful. There's a free third-party add-on called DPI Fixer for ACT! by Durkin Computing that may actually be able to allow you to set your DPI to a setting that is more friendly for your eyes without compromising the functionality of Act!
