When I try to access Edit template I go to the directory where my .adt files reside and ACT is only looking for ACT Word Processing Templates (*.tpl).
When I try to access the list of word extensions to change what ACT is searching for the list is blank.
I have attempted the following steps:

Did you make sure Word is selected as the Default Word Processor? Go to Tools/Preferences/Communication Tab to confirm.

Just a follow up note. We have noticed that on ACT upgrades and some patches the word processor often changes from Word back to ACT word processor.

The ACT! setting for the Default Word processor changes from Word to ACTWP every time you log on to your ACT! on your ACT! server with an ACT! Admin. The reason is that normally there's no Office installed on your database server. ACT! checks that obviously, doesn't find Word and updates the config for all users to ACTWP. The reason behind that is the sloppy implementation of the global update button in the communication settings TAB.
