When you say you have 'loaded' act on the PC getting the error several times - what have you done in between to uninstall and start over?
Perhaps you have an issue on that machine with the .Net framework installation.
When you install Act! are you getting any errors?

Welcome to the ACT! Online Community. I believe the error you are experiencing is a known issue with the initial release of ACT! 2008. This issue was corrected with a hotfix that can be found in KB 21480.
Note: Effective 6/1/13, Sage no longers provides support for the Act! software. This is now provided by Swiftpage.
