Me too, I've got the same issue. Upgraded to Windows 8.1 and can no longer access my database. I get the message: "The Database __ could not be accessed. In order to access this database, check your network connection and verify that your database server is available."
Act! Pro Version 16.0.291.0, Hot Fix 4
Running ACT on resident machine, not a server.
Side note: I found a post that suggested renaming the .PAD file to "-old" and trying to open from the .ADF file, however doing so only prompts the error that the .ALF file is not found or isn't valid. No luck there.
