I'm trying to reinstall my ACT
It won't let me because of the message above
It wants me to uninstall the instance but I can't find it

What version of ACT! are you trying to reinstall?
KB Article 14252 addresses the error you are receiving.
Note: Effective 6/1/13, Sage no longers provides support for the Act! software. This is now provided by Swiftpage.
