User creates a new opportunity. He gets an error message "One or more errors have been detected. Place your mouse on the red....", it then opens an old opportunity & he has to manually complete the Open Date & Estimated Close Date fields of the old opportunity. The problem doesn't occur on other computers. Other Act! users on his computer have the problem. The site is currently on Premium 18.2 was upgraded from v6 some years ago. There are 14000+ opportunities most dating back to the v6 days. The user has created his own sales process, renamed the Act sales process, & made all inactive except his custom sales process.

AS this is machine specific I would be tempted to uninstall ACT, Reboot, and do a fresh installation.
