I have a user with a very strange ACT! issue. When the ACT icon is double clicked to open the program. He receives the following error: "ACT! has encountered a problem and needs to close". The only options on the error message are "close" and "debug". This happens whether he clicks on the Desktop icon, the start menu icon, or the executable located in the program folder.
I managed to find a workaround. Right clicking the icon, and selecting "run as" and then having the user authenticate as himself allows the program to run without issue. Weird!
Any thoughts or suggestions on this would be most appreciated.

It looks like user to which you are login to windows does not have enough admin privileges, so check if the username that you use to login to windows has admin rights to the computer. If the username does have admin rights to the computer, then check with a different admin user profile for windows just to check if it is a user profile that is corruption issue.
