User settings & security

Is there a way to limit all users except the administrator from adding groups? What I'm looking for is that if a group needs to be added, only I (administrator) can do that. I still want all users to be able to view the group detail, I just don't want them to have rights to create groups. Any information would be helpful. I'm on ACT! 10.0. Thanks.

This KB covers the varies security roles, there are ways to limit access, the problem you may encounter is that disabling the ability to create groups may also prevent your users from performing other tasks you'd like for them to be able to do.
