User license count exceeded - Cannot login as Admin

Running ACT version 2008. Cannot log back in under our Administrator account.  Only one user can login, and that user is not an admin.  We determined the username for the admin level account, but even with no other users logged-in or connected to the ACT (even unplugged the LAN just to be sure), when we try to login under the admin account, it says:

User license count exceeded

There are not enough licenses in this database to allow you to login. Please contact your Administrator.

Anyone know how we can log back in under the original admin account so we can manage users?

Is ACT! currently registered?  You can verify by going to Help > Register ACT!.  The error is saying that you have more active users than licenses.  If you have multiple serial numbers, can you register them on the server as well.

You can also contact database services to grant proper access and deactivate any unwanted users.

Re: User license count exceeded - Cannot login as Admin

Software is registered, yes.  Problem occurred I think because the one admin account on the software changed its permission (if thats possible) to a non-admin, and now the only accounts that are admin, we cannot login as.  The only one account that is working, is not an admin, so can't get in to delete any additional accounts.  It seems odd that the software would let us create 3 accounts, and set the other 2 as admin, but only let us login to the 1 that is not and admin.
