I use Act! v16 with a lcoal database. I recently upgraded to Windows 10 from 8.1. I imagine many people will be interested in my experience.
After the upgrade, Act! opened properly, however when trying to open my database, I received an error messgage (paraphrased): "The database cannot be accessed. Check you Internet connections and your firewall settings."
I was referred to the Knowledgebase Answer ID 19640, and used the solution for "The SQL Server Browser and/or SQL Server (ACT7) services are not started or is disabled (shared or local database)". The solution bacisally involves restarting the two items.
I did so, and restarted my computer. All is good after a second day using Windows 10.

The same happened to me and I followed the same path. All is working now.
