Upgrade Prompt - can't access Act! Pro Version 16.3.11.0, Hot Fix 1

Using Act! Pro Version 16.3.11.0, Hot Fix 1

Getting msg about upgrade available.

When I click on link it puts up prompt that I need to be an administrator (which I am).  This is normal for all recent notifications.

A) What do I need to do to make ACT! recognise I am an Admin

B) Can you provide a link to upgrade so i can do it manually

Start Act! by right-clicking on the Act! Icon, then Run As Administrator ... Windows (since Win7) doesn't run apps in full Admin mode without this
