When I attempt to rename the current Template.ADT file, its locked (in default template location)
1. had all users log off server attempted to rename = Error locked by user.
2. stop all Act services attempt to rename = Error locked by user.
3. Reboot server > stop all act services = Error locked by user.
I am sure i have had the ability to do this in the past. Any further suggestions?
All suggestions are greatly appreciated.

You could try the following -
Without ACT being activated -
Use windows explorer to browse to the folder and try to rename.
If that does not work could be permissions problem. Try this -
Browse to the template through windows explorer and right click on it. Select properties, If it shows read only un-tick.
Now select security, Edit, Add, Type Everyone, OK, Tick Full Control, Apply, Ok, and OK again.
Now try renaming.
