Did you receive any errors during the install of the update? Try going to C:\Program Files\ACT\ACT for Windows and run MachineConfigUpdater.exe. You will see a box quickly come up and disappear. Attempt to open ACT! after that. You can also try disabling UAC and antivirus software .
If it still fails, I have sent you a PM with the full 11.1 install link. Uninstall your current version and install from the download.

Thanks for the quick response.
UAC is off and I turned off the virus software. Ran Machineconfigupdater.exe and ACT still wouldn't start. I then tried to uninstall and got "Error 1603 Fatal error during install".
Program won't uninstall.
