After a reinstall of windows 7 and Act pro 2013 I'm unable to open up any database. Error
The "(local)" computer could not be reached because the IP address " " could not be resolved. Verify the"(local)" computer is available on the network, that it has the correct IP address, and that Microsoft SQL Server is properly installed may resolve this issue.
Just install hotfix 1 did not help.

ghollister, thanks for the info. I did the the first one as you asked and did not work. I tried to create a new db and was unble to do that.
Reinstalled ACT Pro 2013
Tried to create a NEW Database and recieve the error
The database{0} could not be accessed. in order to access this database, check your network connection and verify that your database server is available. it may be necessary to disable firewall software on your computer or the server.
I feel i'm getting closer to fixing this.

1. Why does the error show:
The "(local)" computer and not the name of my pc
2. I ran actdiag and I'm unable to connect to to SQL Service Instance

my SQL server (ACT7) - Local system is started
my SQL Server (SQLEXPRESS) - Network Service is started
my SQL server Agent (ACT7) - Network Service is not --- error windows could not start SQL server Agent (ACT7) service on local computer. Error 1067: the process terminated unpectedly
my SQL server Agent (SQLEXPRESS) - Network Service is started
my SQL Server Browser - Local Service is started

Browse to the ACT! program directory:
32-bit machine: C:\Program Files\ACT\ACT For Windows
64-bit machine: C:\Program Files (x86)\ACT\ACT for Windows
locate and run the "SecurityCmdLnApp.exe" file by right-clicking on it and selecting Run As Administrator
Also, in your services, did you see SQL Server VSS Writer?

ran SecurityCmdLnApp.exe as administator. A DOS window opened and closed

Running on a 64-bit machine.
under my sql server network configuration (32 bit) there's nothing
