ACT! 2008. I installed the new rogers.com security program and during the install I was queried about a lot of programs and I think I inadvertantly turned off the sql, now I cannot seem to re-start it.

Check the security software settings and look for any exclusion or program/application list where you an unblock SQL. Also check to see if the service is started by going to Start > Run > services.msc. Look for SQL Server (ACT7) and start if it isn't already.
