The same thing happens when the firewall is disable or enabled on either machines.
Act is shared on a different machine.
There is only one database.
There are not any network connectivity issues (I believe) because as soon as you click OK to the error message it takes you to the correct database location in the open dialog box and you can open the database file from that open window.
