The SQL database service is not started

I logged into my ACT! Pro this morning and received this message, "The SQL Database service is not started".  I tried to load my database by using the "open/share" option.  I received the same message.  I rebooted and went through the same steps and received the same messages. I then tried restoring from a backup file, I received the same message as I previously stated.  I do believe I have exhausted my knowledge and would like help to regain use of my database.

Welcome to the Sage ACT! Community. This message would indicate the SQL Server is not running, which ACT! needs to power your database. Follow the instructions in this KB article to check the service and ensure that it is started:
