Before opening up anything on the users machine open regedit and go to
check to see if the key with 1 in it has information for the padfile password and user if its blank then this is the reason you are keep getting the prompt.
When you set up the link via the Act! preferences the registry entry will have info in it.
Export the registry file to the desktop and then the user can run this after the machine has been booted up. The hard part is to find out why the registry entry is being wiped out after the machine is booted up.
You can try and delete the key HKEY_CURRENT_USER\SOFTWARE\ACT\OutlookAddressBooks\1 and then set up the outlook settings again via Act! in case the key is corrupt for some reason.
