With all due respect, you comment "ACT is really buggy." is out of line here. The fact that a system reboot cured the problem indicates that it was a Windows problem, not an ACT! problem. More correctly your Windows session had become corrupted and you needed to start a new Windows session which you did with the reboot.

It is not just this problem, which incidentally impacted no other programs on my PC, but many little issues (and some major ones) which led to my statement about the buggy nature of ACT.

The link provided spits me out at the sage knowledgebase home page. Please give a better reference for the article that answers the question. This doesn't work:
I have the same problem and uninstalling and reinstalling doesn't help.

The post that contained the link you used was dated 2011 when Sage owned ACT!. The document ID 14250 is valid but you need to go to the ACT! knowledge base and search for the ID number.
