Syncing Offline Computers

My client has 3 machines all running ACT. They are not on any sort of network, are in 3 different locations, and do not have internet access.

 

He was previously running Act 6. His method for keeping the ACT database in sync was to do a backup/restore onto an external USB drive from between the different computers. Now, we have upgraded to ACT! 2009 and this method no longer works (database can only be restored on the machine it was created on). We can "Restore As" but then are forced to choose a different database name every time.

 

These computers are 100% offline (for security reasons) and in fact the NIC's are disabled, so any data must come in on an external USB drive. Any suggestions as to syncing between machines?

Going back to ACT 6 is no longer an option because one of the machines has recently been upgraded to 64-bit Vista, and the installer won't even run.

Unfortunately, as ACT! now uses SQL for sync, there is no method to sync without a direct connection between the databases.

What information needs to synchronize and how often? Could and import/export process suffice?

Import/export replaces the entire record for a change, so if a record had a field change in both, only one would end up being in the database
