I am using Act 2010 Premium and would like to sync remote users based on Company as the type for Sync Set Criteria instead of Contacts. There is a drop down menu when creating sync set criteria Type, but no options (only option is Contact). Are there any options or add-ons that will allow me to sync by company record manager instead of contact?

The Sync set dialog box only allows you to define an Advanced Query based on contacts to be synchronized. This is because the synchronization model is exclusively Contact oriented.
If Contacts are 'linked' to Company records though, you should be able to do this using the Company field in the Contact entity.
If they are not linked, perhaps you would want to consider using a tool such as Company Maker to batch link all your Contacts with Companies. You would need to ensure that a 'best practice' was in place going forward to regularly use Company Maker and/or set Company preferences (under Tools, Prefereneces, Startup) to always link Contacts to Companies. This should be effective.
