I think we'll need more information.
What version/build of Act are you running?
Are you accessing Act live on your server? Through Remote Desktop?
Is this a remote database or main?
When you say the option to Share Database is greyed out, are the options above it greyed out too? ( Delete Database, Remove Old Data, Lock/Unlock Database, etc)
Also, try the following:
Try loading the Demo database that comes with Act and see if that can be shared.
