We have our main ACT database stored on a workstation on our network and we cannot connect to it. All permissions are open - we can see the files from all other workstations along with files on every other shared drive on this workstation.
Thw workstation has been set on a static IP to help in connecting. When we try to access using the .pad file we get:
The "192.168.1.101" computer and "REG2013Master" database were found but you do not have appropriate share permissions to access the "\\REGSERVER2013\REG2013Master-database files" folder on the "192.168.1.101" computer. You may need to enable "File and Print Sharing" in the firewall of the 192.168.1.101 computer. Check you Windows file share permissions may resolve this issue."
File share permissions are wide open and we can access every shared file, but cannot connect to the database. This is a big problem for us.

Did you double-check to see that the database itself is shared? Go to tools/database maintenance and see if the share database is checked.

That is not the issue. I have a Windows XP machine that is logging in without problem.
This issue has been persistent with all W7 machines. I have one machine that was able to log in for several days then inexplicably was barred form logging in with the same errors. This is definitely a compatibility issue between the database sharing and Windows 7 permissions. It woujld be nice to have a solution.

This likely being caused by the Windows 7 User Access Control. At the very least you will likely need to make an exception for ACT! in the UAC.
