I am running Sage ACT! Pro 2013 Version 220.127.116.11 on Windows 7. If I try to open ANY type of attachment in Act from the history (Word, Act Doc, PDF etc) it crashes and closes ACT. Please help!!!

The issue you have described sounds like an issue with an update to the .NET Framework 4.6.1, fixes are detailed in this article: 38261
As you are using v15.1 this will require you to remove the update and install a compatible Version like: .NET Framework 4.5.2 and would recommend excluding the update from future Windows updates.

I agree with Horn if database is hosted locally or a normal server.
Can you just confirm that the database you access is not on Citrix as this would point to another new issue due to another MS update.
