Is their any SDK / Tools that will allow me to write software to integrate the ACT data base with another data base, basically 2 way sync.
It looks like ACT uses MS SQL Server desktop, but i dont know if its a good idea to directly write to the data base

If you only want to read the data, there are a few option... but if you want to write to an ACT! database, you must do this via the SDK.
You can download the SDK from http://www.act.com/partners/addonpartners/sdk/

We are looking for some way to integrate our existing MS SQL database with Act!. We want our sales team to be able to connect to our MS SQL database to get the latest contact information, but if they need to make any additions or changes, those changes need to be updated in our central database. We also need them to be able to use a central Act! database so that all the CMS info (notes, invoicing, contact history) is avaliable to all of our sales team.
Does anything like this exist?

If you want the data to go both ways, you'll need to create something with the SDK to do that.
The Pro version of itImport can bring the SQL data into ACT! (even scheduled regularly with the optional service)... but not send ACT! changes back to the SQL
