I am not quite sure what you are asking...
The person for whom an activity is scheduled will get a reminder IF when the item was created the "Ring Alarm" setting was applied.
By default, these are all off in ACT! and can be set as default values in the Scheduling area of each users preferences (Tools Menu).
If you no longer want to see alarms, do not set them and/or set the defaults back to "No Alarm".
This will not reset items already on the calendar, but moving forward they will not alarm by default.
