If you have the Premium version of ACT!, you can use Limited Access to assign contacts to users and teams. Please see KB Article 15228 for more information. If you do not want to limit access to the contacts, then simply use the Record Manager field (under the Contact Access tab by default) to assign the records.
Note: Effective 6/1/13, Sage no longers provides support for the Act! software. This is now provided by Swiftpage.

Greg's sugestion is a good one in that it will allow you to have contacts only assigned to a particulat person or team. However, other users will be unable to see that contact. If this is not what you are looking for, there are a couple of other choices.
1) if you are going to just assign a contact to a single person, use the record manager field. (assuming each person is an act user)
2) or add a multi select drop down (similar to what you see with ID/Status. This would involve 1) adding the field, Tools, Define Fields, 2) adding the dropdown, adn finally adding the field to the layout (tools, design Layouts)
