In the SQL-based versions of ACT! (2005-current), it is not possible to sync via email. If your primary VPN is down, you may want to set up a temporary VPN such as Hamachi for syncing. It is free and it works. Please see KB Article 23333 for more information.
Note: Effective 6/1/13, Sage no longers provides support for the Act! software. This is now provided by Swiftpage.
