I'm currently still living with the issue, happens on a daily basis, i just restart the service and carry on with my day.
From the sounds of things the next update will resolve this (hopefully).

My version of Outlook is 16.0.8730.xxxx and I understand my problems go away if I revert back to 16.0.4229.xxxx. I have downloaded and run the file act1820update6 and it has not changed my version of Outlook. Is there something else I should be doing.
Incidentally I have managed to turn on the less regular Microsoft office updates. Well I think I have!
