I assume you're trying to open the ACT! 2007 database to convert it?
What happens when you try to open it?

I had the same issue converting from ACT 6 to ACT 11. It was a single computer - single user system (no password needed or assigned). Read the articles, tried the fixes, none of them work.
You will need to contact tech support and tell them that you need the SingleUserPwd file with instructions which will allow you to reset the password you never had in the first place. After I had them help me with that, I was able to convert my legacy database.
