Re-installed ACT 2011 to new hard drive - Can't open database

I just got a ndew local hard drive and reinstalled ACT 2011 on my stand alone laptop.  Now I cannot open my database.  I followed the instructions to Create a new .PAD file.  Now when I try to open the .PAD file, it says I don't have permission to open the database. 

Any ideas how I can open my database?

Welcome to the Sage ACT! Community. So the Community can better assist you, please provide some additional information:
- What operating system does your laptop use?
- What is the exact error message you are seeing when trying to open your database?
- Is the SQL Server service running on this machine? See this Knowledgebase article for instructions to verify this:

My laptop is using Windows 7.

I have reinstalled ACT Pro 2011.

The error message says "You don't have permission to open this file.  Contact the file owner or adminstator for permission"

I don't know if SQL server service is running. I will click on the link you sent me to verify.

Yes, the SQL service is running on this machine.

I successfully opened another database after opening it from .PAD and updating it.

I tried the same process on this particular database and now it says I don't have permission.

Try running Sage ACT! using the 'Run as administrator' option.  To do this:

- close Sage ACT!

- right click on Sage ACT! icon

- select 'Run as administrator'

- attempt to open database
