Problem when trying to merge using email template

I am trying to send an email template to a lookup of several contacts.  When I go through the steps of tagging the contacts and then choosing to merge and write to an email template, the email screen only populates with one email address. 

I am selecting the filter to send to those in the lookup only.  I tested it with two contacts, both having an email address, and still only one email is sent (to the last contact). 

 

Any ideas how I can send to all in the lookup?

This is still a problem.  Does anyone have any advice on what could be causing only one contact to be selected and not all in the lookup?
