Our company is having intermittent problems when comosing a new message in Outlook and trying to select the mail recipient from the ACT! contact database under "To" or "cc" tabs. Sometimes the database is accessed successfully, and other times it freezes up when selecting "To" or "CC" tabs before it even brings up the ACT! database. Any suggestions ?

This could be an issue with the ACT! address book in Outlook. Try removing the address book from Outlook 2007 (Tools/Account Settings/Address Books). You will also want to delete the 1, 2 and 3 keys under the following key in your registry: HKEY_CURRENT_USER\Software\ACT\OutlookAddressBooks. Make sure ACT! and Outlook are closed when you delete these keys. Then open Outlook, then ACT! and re-add the address book.
Since you are using Vista, you may also want to disable User Account Control (UAC). See KB Article 20220 for instructions.

This has more to do on how you access the database.
Is it on a server? How many people are accessing it? How is your network on bandwidth? Is it all internal? Are you using VPN when doing this? How many contacts are there in the database?
You have have plenty of available ram in the system?
I don't think it is an Outlook issue, rather than a network issue.
Please call your IT personnel or contact a consultant to help you decide the best way to go about this.
